The course focuses on social planning and evaluation procedures in developing countries. The historical background of planning and evaluation, their scope, and current nature are dealt with micro and macro level ideological and policy frames and planning machinery are explained. Types of plans which include sectoral and area plans are also discussed. Needs assessment techniques that help to clarify problems, and needed resources will be addressed. The design and execution entailing who does what, when, and where will also be handled. The interrelationship between planning and evaluation, the purposes of evaluation, and for whom and by whom it is done will be dealt with. Evaluation designs and models including their management and case studies of evaluation will be discussed.
